Green rice flakes are made from glutinous/sweet rice harvested when they are young grains, roasted, and then flattened with a mortar and pestle to remove the husk. They are quite special and only small quantities are produced in Hanoi each year. These puff up beautifully when cooked, perfect for deep-frying.
